The cart would talk to you about your choices good and bad. If the USDA says this is a go grocery stores would have to buy them. link

This is mind boggling in its stupidity. Don't politicians (and their wives) know anything about human nature? No obviously not.
A much simpler solution is to allow SNAP to only buy those healthy (expensive) items, and nothing else. I have always proposed that snap should only buy beans rice, salt and pepper, add some vegetables, and you now have a relatively healthy diet. Beer, cigs, drugs, meat, cookies, ... can all be bought with the under the table cash that these welfare types always seem to have.
Treating people like children will cause them to act like children.

There's no reason to pay for this kind of cart, when howarewegoingtopay's solution will do the job with far less effort. A simple mailing explaining what the SNAP card will cover should be sufficient.
If you're eating on someone else's dime, you eat what they provide for you. You want to eat your own stuff? Pay for it yourself.
My guess is that this is a non-starter. The grocery stores aren't going to want to provide this; it would be far easier for them to simply refuse SNAP customers. This is some ivory tower simpleton's pie-in-the-sky idea of how to solve what he or she regards as a desperately urgent problem.

Or if the cart had sensor that measured the BMI of the person buying the food and made nasty comments when cookies were added to the cart.

If you mandate that everyone uses them, the offended will go down the street to the guy that doesn't have it. Or they'll damage the cart so it shuts up. See corn based ethanol subsidies. As for the actuary, I think you're wrong. The longer an individual lives, rich or poor, the more time they have to do something great. So actuaries aren't really a reason to not help the poor. It is the coercion of others that libertarians have a problem with.
