The BPD has a serious retention problem - a lot of their officers join, get trained, and then decamp for less dangerous and higher paying jobs elsewhere. And now that they know the prosecutor is their enemy, that will get worse before it gets better. That means the number of bad cops as a percentage of the total is likely to be higher than in other departments.
I don't know if you have ever held a job with hiring responsibilities. I have. It can be difficult to suss out the truth about an applicant without a great deal of experience. In a situation where you need to staff up quickly (or even steadily), there's pressure to overlook flaws.

Who cares about hiring, when the Carroll County Sheriff confiscated all his guns and sent him to the Nut Hut he should have been fired not promoted.

Add in civil service and union contract rules, and it's pretty hard to fire these folks short of outright criminality, too.

Cops are wise to leave Baltimore, I hope they find good employment is precincts that care about them.
