Fortunately, if you care to fill out a 19 page application, they've got 400 temporarily hired or reassigned staffers to help you apply. I'll bet they vetting those people real thoroughly, too. And... nineteen pages?!? Whiskey Tango Foxtrot is that? I'm pretty sure when I applied for a clearance back in the day the form wasn't that long. Article

IIRC, the federal government only picks up the tab for this for three years. Come back after that to see how Oregon feels about this success.

DDoS attacks directed at Healthcare.gov shouldn't affect Oregon! DDoS attacks are relatively easy to beat; I'll bet the DailyKOS doesn't even understand what they are. SYN-ACK attacks are harder to beat!

Try signing into TOR and the "Deep Web." It could be more secure.

The software part of the project was mismanaged from the get-go. Is there any reason to assume the rest of it will be run more competently. I think no.

Someone might have omitted him from its distribution by carelessness. That's bad. Someone might have concealed it from him by design. That's worse. Chao might be lying, saying he has not seen the memo when he has. That's worst of all. There's no "good" in any of the scenarios.

Because when you face plant with 5% you should get the other 95%! You'd think they'd call up Amazon or Fed-Ex for help. Then again, if I were Amazon or Fed-Ex, I wouldn't take that call. "Ummm... yeah... I have a non-compete clause in my contract. So sorry. Can't help."

Lets see they start by blaming republicans for cyber attacks when they also say that republicans are the stupid party, then they move on to pubs shutting down the government trying to get rid of this garbage legislation, next they blame the insurance companies for tricking people into buying more expensive policies. Funny they support their cyber attack allegations by pointing to a occupydemocrats web site which also doesn't support the allegations. They go on to say that it is humming along in states with state exchanges, I wonder what they mean by humming... linkI wonder what they consider smooth? These sites are amazing, they are smoking their own dope, rebreathing the fumes, and calling it success.

I think it's a bit simpler than that: Chao might be lying, saying he has not seen the memo when he has; or Chao might be an incompetent who never bothered to check on website security. He's the supervisor. It's his job to be tracking these things down. What his employees did on this, at least to my mind, isn't important.

You forgot to add in criminals hired as "navigators", who get your information raw.

The next website outage will likely be due to a maid in the complex needing a spare outlet for the vacuum cleaner.
