I recently met, at a meeting attended by some Society of Manufacturing Engineers folks, a retired tool and die maker who came to the US many years ago from Germany. When he came here he spoke essentially no English. He communicated with his employers/coworkers, until he learned enough English, via engineering drawings. Another one of those folks I met was one who worked with the German those many years ago and said that the German produced exceptional drawings.
That has nothing to do with art, but it was, to me, an interesting anecdote.

If a person creates something and calls it art, then it is "art".
Which is not to say, its good or bad art.
That is up to the individual looking at said "art" if he gets it or not.

I took a history of art class in college it started with cave drawings then through every century ended with andy Warhol and his crazy pop art. Took a trip to DC during spring break and saw the rodin exhibit. seeing the thinker was really cool. My wife is an artist and takes an art class she has some really neat works of art.

If it moves you, it's art. If it doesn't, it's just a lot of brush strokes or whatever. And sometimes, it's, just... well... crap. Literally... Music is similar IMHO. Some "music" is just a bunch of discordant noises...

Another artist who I admire but many wouldn't is HR Giger, who created the Alien. Some of his art is pretty out there but I can appreciate it.
