On the news this morning, Keith Mills said something interesting. If I understood him correctly, he believes baseball is looking at how often the Orioles promote and demote players with an eye towards changing the rules. I can't find anything online about it. Might be I misinterpreted Mills. Might be he's blowing smoke.
Has anyone heard/read anything about this?

I read a rumor about this somewhere else, can't remember where. Some other execs feel the Os are misusing the 25/40 man rostering rules. They are definitely pushing the envelope, but I don't follow any other teams so I don't know if it's out of the ordinary or not.

The O's benefit from those rules because their team is made of young, inexpensive players who often have options remaining. I could see an executive who paid a lot for players who are established and have too much service time or are out of options being unhappy because he lacks that flexibility. But... those established players are often better than the young players. They have experience, their skills are fully developed - that's why they cost. And that's the advantage those teams have that the Orioles often lack. Perhaps the Orioles should complain that other teams have too many experienced players, and make MLB require those players to use lead bats and gloves to compensate for their more developed skills!
