I suspect the Cespedes offer was intended to light a fire under Davis and was never serious. They need a starter more; their pitching is poor. But having paid for Davis they probably "don't have enough money" for a starter. Not a good one, anyway; Duquette will find someone on the scrap heap who won't get the job done.
I think they overpaid for Davis, and when he disappoints near the end of his contract this will further discourage Angelos from spending real money. But we'll see.

Not sure I'm thrilled with the terms of the Davis deal, but in fairness, no one can accuse the Orioles of being cheap any longer.
The offense does look pretty good, what with Davis back in the fold and the additions of Kim and Trumbo. That's not bad, at least not on paper. The pitching still needs to be addressed, however, and if recent market activity is any indication, the Orioles will not have the means to find it there. The Royals have reportedly agreed to a five year, $70 million deal with Ian Kennedy, which means that the price of even mediocre pitching has gone through the roof.
