According to Keith Mills, purely a precautionary move.
Mills also believes Bundy will spend about a month on the DL, rehabbing in Florida, before joining the club.

I imagine they will try to keep bundy on the DL most of the season if they can, with numerous "rehab" starts in the Minors.

If they're going to play games like that, why not just cut him and see if a competent organization can do something with him? Sure, that doesn't help the team. But it would be the right thing to do for the player. His agent should probably not re-sign him here; there's probably someone among the other 29 teams who believes they can fix what the Orioles broke. This organization cannot, double emphasis, develop pitching.
