Shockingly unexpected?... a mess?... looks pretty good to me... most everything new has "bugs"... to think that this one doesn't... is what would seem "unexpected"... "perfection" would be nice... but it's hardly "expected"...
"A pair of reports, issued Tuesday by the Department Health and Human Services’ Office of Inspector General, conclude that 'internal controls' for evaluating applications were not always effective at verifying people’s Social Security numbers, their citizenship, and whether they are eligible to buy health plans through the marketplaces because they cannot find affordable insurance elsewhere.
The inspector general’s mission is to ferret out fraud and waste in the department’s programs.

And this is surprising how? An illegal law passed by illegal acts of Congress by traitorous statests to seize control of one sixth of the economy and the control of most every citizen of the nation lives and wellbeing controlled by unbelievably incompetent, lazy, criminally negligent government "employees". Considering the reports are from 6/30 and 7/2, that is a pretty recent past tense to be hanging a defense on.

Not to mention, I've been told way too many times to wait for Obamacare to get better only to watch it get worse. I'm waiting for the employer mandate to be enforced. Because then I fear I too will be one of the ACA's victims.

In other words, the administration essentially lied, and it would be much more accurate to claim they only had 5.4 million signed up? Yes. Shockingly expected.

What will shock me is if the mess ever actually works. Indeed, I suspect that on that day, hospitals will be overloaded with heart patients. Fortunately, they'll all have insurance.
